White Paper on Limitation Act Reform
In September, the Institute was invited to comment on the Ministry of the Attorney General’s “White Paper on Limitation Act Reform: Finding the Balance” (September 2010). The White Paper proposes the repeal the current Limitation Act, replacing it with an entirely new statute that will simplify the basic and ultimate limitation time periods, create certainty regarding the onset of such time periods, and will bring BC in line with other jurisdictions in Canada that have already modernized Limitation Act legislation. Organizations can provide input to government on the White Paper until November 15, 2010. (www.ag.gov.bc.ca/legislation/index.htm).

The Ultimate Limitation Period
On March 31, 2007, the Institute of Chartered Accountants, in partnership with the Consulting Engineers of BC, Architectural Institute of BC, and Association of Professional Engineers and Geoscientists of BC, submitted a Position Paper to the BC government outlining our concerns with the province's current Limitation Act. BC's liability regime is an ongoing problem for CAs and other professionals, and the ICABC strongly supports legislative reform in this area.

Protecting Retirement Savings
On November 28, 2006, the Manitoba government proposed legislation that would protect all retirement savings plans from creditors in the event of bankruptcy. The ICABC has written a letter to the BC government endorsing this initiative.

PST Review Submission
Based on the findings of an electronic survey, meetings with members, and presentations by CAs around the province, the ICABC prepared the following submission for the PST Review Panel. The submission focuses on four main recommendations: harmonize, improve fairness, simplify the system, and parallel GST administration. Provincial Sales Tax Review Meeting
On January 19, 2005, ICABC CEO Richard Rees, FCA, appeared at a Provincial Sales Tax Review Meeting in Vancouver. In his presentation he suggested that the government look at harmonizing the PST with the GST, as a way to simplify the current provincial taxation system. A formal written submission to the group will follow at a later date.

2006 Budget Submission
In October 2005, the Select Standing Committee on Finance and Government Services held a series of 8 budget consultation meetings across the province to hear what individuals and organizations had to say about the next provincial budget. The Committee asked for both written and oral presentations. Several CAs made presentations to the Committee, including the ICABC, on October 21, 2005, in Vancouver.

2005 Budget Submission
In October of 2004, the Select Standing Committee on Finance and Government Services held a series of 17 budget consultation meetings across the province to hear what individuals and organizations had to say about the next provincial budget. The Committee asked for both written and oral presentations. Several CAs made presentations to the Committee, including the ICABC, on October 13, 2004, in Langley.
